The first theory presented by John Stuart Mill examined the relationship of the values between commodities and their production costs. Jevons predicted that the theory of value was based on the idea of maximizing utility and that the value depended on the demand. Although Alfred Marshall utilized both of these theories, his focus was on the cost. He stated that, in the short run, the market value depends mainly on the demand but that the supply can never be changed. In an intermediate time period, the production can be increased by facilities, such as machines or buildings, but the cost of the facilities doesn’t have a lot of influence because these facilities do not need renewal during that time. Marshall noted that the variable costs influence the sale price heavily during this period. Since machines and buildings wear out and have to be replaced in the long run, the sale price must be high so that it would be enough to cover the costs.
